15 Dec 2023

The bold and comprehensive German report ‘Regulatory Framework: Secondary Publication Rights and Open Access as a Regulatory Challenge’, whose quality has been praised by Swissuniversities, has been published.

The aim of the ‘Regulatory Framework: Open Science’ project was to propose concrete, measurable, and achievable solutions to help researchers preserve their rights in the context of Open Access publications. In order to achieve this, the project focused on two key areas – the right to second publication and Open Access as a regulatory challenge.

This research project commissioned by Swissuniversities was a collaboration between the Center for Information Technology, Society, and Law (ITSL) at the University of Zurich, the University of Basel, the University of Geneva, the Università della Svizzera Italiana (USI), the Bern University of Applied Sciences, and the School of Management Fribourg (HEG-FR), the University Library of Zurich, and Switch. The HEG-FR, represented by Associate Professor Maya Dougoud, participated in the development of a proposed solution for secondary publication rights and studied the challenges posed by open access regulations in terms of customs law, innovation, and transnational data communication.
